Global Mental Health and Well-being: Normative Frameworks and Reality at the UN System

With the global rise in armed conflicts, disasters, poverty, and human rights violations, interest in “global mental health and well-being” is increasing. Since the ‘promotion of mental health and well-being’ was prioritized in the 2030 Agenda and its SDGs, various efforts have been expanding across the fields of peace and security, development, human rights, and humanitarian action, including in the areas related to agricultural and life sciences, such as climate change and One Health. This session will discuss key international normative frameworks and their implementation on the ground.

  • Prof.Takashi Izutsu Professor Takashi Izutsu, Ph.D. is Associate Professor at the Graduate School of Agricultural and Life Sciences, The University of Tokyo. After serving as Technical Official at the National Center of Neurology and Psychiatry, Japan, Professor Izutsu had led the United Nations efforts to prioritize mental health and psychosocial well-being as well as rights of persons with disabilities in global policies and programmes including the 2030 Agenda and the Sustainable Development Goals, as Mental Health and Disability Focal Point in the United Nations Population Fund and Chief, Mental Health and Psychosocial Well-being at the United Nations. He had also worked for the World Bank Group as Senior Knowledge Management Officer and led capacity building on emerging issues such as mental well-being as a new global indicator, disability, and culture and arts. Co-chair of the United Nations Flagship Report on Disability and Development Mental Health Conditions and Psychosocial Disability Task Team.
